There is a persistent belief in Delhi that a law requires household tanks to be cleaned every six months. It is more nuanced than that — obligations differ sharply between a private home and a regulated establishment.

Private homes

No statute compels a homeowner to clean their own overhead tank on a fixed schedule. The obligation is practical rather than legal: you own the last stage of your own water supply, and nobody else is testing it.

Housing societies and RWAs

Once water is supplied to residents through a common reservoir, the managing body carries a duty of care for its safety. Most RWA and AOA bye-laws — and virtually every maintenance contract — specify periodic cleaning, commonly twice a year, with records maintained. Committees that skip it are exposed if residents fall ill.

Food businesses

This is where it becomes a genuine compliance requirement. FSSAI licensing conditions require potable water for food handling, with periodic testing and documented sanitation of storage. Restaurants, cloud kitchens, banquet halls, hotels and packaged-food units are all inspected against it, and "we clean it sometimes" is not an answer an inspector accepts.

Healthcare

Hospitals and clinics pursuing NABH accreditation must demonstrate documented water safety management, including storage sanitation and periodic microbiological testing. Cleaning frequency here is driven by the infection-control plan, not by a generic interval.

Factories and institutions

Workplaces are required to provide potable drinking water to workers. In practice that puts stored-water sanitation into the factory’s occupational health obligations, and it is routinely checked during inspections.
